Special Olympics Volunteers Recognized
Two long-time Special Olympics volunteers have been recognized for their dedication. Special Olympics provides people with intellectual disabilities an opportunity to develop self-confidence through participation in sports. Rep. Lavelle recently presented a House Tribute honoring Joanne Cunningham and Ed Capodanno, noting their recent induction into the Special Olympics Delaware Hall of Fame. For the past 20 years, Ms. Cunningham and Mr. Capodanno have been volunteering for Special Olympics Delaware and coaching athletes in volleyball, basketball, bocce, bowling, and track & field.

December 2009 marks the start of the 10th year that State Rep. Greg Lavelle (left side, middle) will be meeting with constituents on a regular basis. He holds coffee sessions at Manhattan Bagel on Concord Pike between 8:00 a.m. and 8:30 a.m. on the first and third Tuesday of each month. The coffee is Rep. Lavelle’s treat.
State Representative Greg Lavelle (third from left) recently participated in press event (November 19, 2009) announcing a public service campaign that is designed to encourage parents to check video game ratings before purchasing them. The three-month campaign was kicked off at the Best Buy in Christiana and will continue through the peak holiday shopping season. The public service campaign will include informational brochures, kiosks at the Dover and Christiana Malls, and radio announcements. The public service announcement will educate consumers about the Entertainment Software Rating Board (ESRB) system and remind parents that while many video games are for kids, some are intended for older players.
Robb Bohannon (far left), with the Entertainment Software Association, said that the ESRB rating system provides the information that parents need to help make informed purchases, which is “particularly important” during the holiday season. “According to a new poll, 42 percent of American adults plan to give or hope to receive a video game as a gift this holiday season,” Mr. Bohannon said.

State Representatives Greg Lavelle (third from left) and Bob Valihura (fourth from left) recently helped celebrate the opening of the new Can-Do Playground as part of the new Alapocas Run State Park, off Weldin Road.
The Can-Do Playground is the first of its kind in Delaware, offering a public place where children, both with and without disabilities, can play and interact together.
The project was a public-private partnership that involved a collaborative effort between the state, local businesses and the tremendous efforts of Delaware rotary club members. Reps. Lavelle and Valihura were pleased to have been able to play a part in helping to set aside the land and to secure a potion of the funding needed to complete the project. The Division of Parks and Recreation and DelDOT also played a significant role in making sure the playground was exactly what the community had envisioned for children with all levels of ability.

Rep. Lavelle sponsored House Bill 264 that adds a surcharge of 50% to all Title 21 offenses. The value of the surcharge will be transferred to the Transportation Trust Fund, with a limit being transferred the first year to make sure the General Fund and the local governments are not inversely impacted. The last comprehensive increase in traffic fines was in 1991.
