12/16/2004 FOR IMMEDIATE RELEASE December 16, 2004 Citing a need for a more democratic process when filling vacancies on New Castle County Council, State Representative Gregory F. Lavelle (R-Sharpley) has announced that he will introduce legislation that would change the way in which appointments are made when a member of County Council leaves office before his or her term expires. The bill, to be introduced when the 143rd General Assembly convenes next month, would replace the current system of selecting a successor to fill a vacancy on County Council. Under current County Code, a vacancy is filled though an appointment by the County Executive. The legislation would require that a vacancy be filled through a special election. The process for holding such special elections would be similar to that used for selecting successors to fill vacancies in the General Assembly. (See attached bill.) Rep. Lavelle said, “The current system for filling vacancies on County Council is outmoded and needs to be replaced with a more democratic process that involves the voters. Under my legislation, in the event a vacancy occurs on County Council, a special election must be held within 40 days of the vacancy, allowing voters to choose between candidates representing their respective political parties. This is the process by which a vacant seat in the General Assembly is filled, and there is no reason it cannot also be done at the County level.” County Councilman Robert Weiner has expressed support for the initiative. “It only makes sense that the citizens of New Castle County should be electing their representatives on County Council. Rep. Lavelle has introduced a number of common sense bills relating to New Castle County and I support this one as well,” said Councilman Weiner. Rep. Lavelle’s announcement comes after County Executive Tom Gordon appointed a Democrat to fill the seat left vacant by retiring Councilman J. Robert Woods, also a Democrat.Have news?
